Non-Competitive Qualifications for appointment under the NY HELPS Program: 

For appointment to an Information Technology Specialist 3 (SG-23), you must have: 

1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience. 

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties

This position resides on the Internet Services Administration team in the Bureau of Software Platforms within the Chief Information Office.

  • Create and maintain system documentation and diagram the infrastructure of entire systems.
  • Help to troubleshoot problems within the Office of the State Comptroller (OSC) infrastructure within the Internet Services Administration (ISA) team and collaboratively with other Chief Information Office (CIO) teams.
  • Support and maintain ISA created processes developed to automate, deploy, and/or support services.
  • Monitor and complete routine health checks of supported software.
  • Administer software user management for supported applications.
  • Apply security fixes and feature packs on regularly scheduled intervals for supported software.
  • Create and manage detailed plans for software upgrades.
  • Help manage software initiatives and policies.
  • Oversee software design, installation, configuration, and performance of new software installations as well as upgrades to current systems.
  • Assist with creating, modifying, and maintaining scripts as well as planning and coordinating the scheduling of scripts.
  • Provide on-call support for nightly batch processing.
  • Ensure nightly batch processing schedules are reviewed.
  • Coordinate problem resolution between teams.
  • Collaborate and communicate with staff/teams across the organization to ensure OSC’s objectives and customer needs are adequately addressed.
  • Communicate the status of assignments and projects to management using standard reporting methodologies to ensure they are informed of issues/resolutions, significant decisions, pending matters, and conflicting priorities.
  • Make recommendations to management regarding organizational initiatives.
  • Plan and supervise the activities of staff to ensure duties are performed in a timely and accurate manner according to established priorities and division goals/strategies.
  • Direct and supervise staff by communicating objectives and expectations, allocating resources, assigning tasks/projects, reviewing progress/deliverables, providing constructive feedback, etc.
  • Perform all administrative duties including, but not limited to, development and completion of comprehensive performance programs/evaluations, review of timecards and telecommuting journals, etc.
  • Develop training plans and provide staff with training opportunities appropriate to their level of expertise including on-the-job training, vendor sponsored events and formal outside training.
  • Oversee development of subordinate staff through knowledge transfer across the team.
  • Lead staff to promote collaboration within the organization.
  • Handle personnel and performance issues timely and with discretion.

Knowledge, Skills & Abilities

  • Demonstrate experience in operating systems
    • Including but not limited to:
      • AIX
      • Linux
      • Redhat
      • Windows
  • Demonstrate experience installing and upgrading enterprise application server software.
  • Demonstrate experience in UNIX shell scripting, PHP, PERL, or JavaScript.
  • Demonstrate experience in analysis and design, and the ability to interact with both technical and business staff including vendors.       This experience should include, but not be limited to:
  • Participating and/or facilitating in the design, technical analysis, and implementation of automated systems.
  • Translating business requirements into technical specifications including flowcharts and technical diagrams.
  • Experience in unit testing and facilitating user acceptance testing with business customers.
  • Demonstrate experience with FTP protocols and methodologies.
  • Experience in troubleshooting enterprise systems and determining where issues exist within system architectures.
  • Ability to transfer knowledge associated with technical skills, time management skills, appropriate interaction with users and understanding organization structure.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
